The fire service has a contamination problem that doesn’t go away when the fire goes out — and in many cases, doesn’t go away for decades.

PFAS — per- and polyfluoroalkyl substances — are a family of synthetic chemicals that have been a component of AFFF firefighting foam since the 1960s. They are extraordinarily effective at suppressing Class B fires. They are also extraordinarily persistent in the environment and in the human body. That combination has created one of the most serious public health and regulatory challenges the fire service has ever faced.

Understanding the PFAS problem — and what a genuinely fluorine-free alternative looks like — matters for every fire department and industrial facility still carrying fluorinated foam.


What Makes PFAS “Forever Chemicals”

The nickname isn’t hyperbole. PFAS chemicals contain carbon-fluorine bonds — among the strongest in all of chemistry — that resist biological and environmental breakdown. They don’t biodegrade. They accumulate in soil and water. They accumulate in human tissue. And once a site is contaminated with PFAS, it tests positive for those chemicals years later regardless of what agents are used there today.

The U.S. EPA has identified 25 known carcinogenic fluorides in the PFAS family. The agency’s current testing limit is 70 parts per trillion — a threshold so small it’s been compared to 70 drops of water in an Olympic-sized swimming pool. At that scale, even trace contamination from past foam use can push a site over regulatory limits.


The History of Fluorinated Foam

First-generation AFFF contained significant concentrations of carcinogenic fluorides — C8 compounds that the EPA ultimately determined were too hazardous for continued use. The industry responded with C6 formulations — lower fluoride concentrations, but still fluorinated, and still carrying meaningful PFAS contamination risk.

Then came AR-AFFF — Alcohol-Resistant AFFF — adding another layer of chemical complexity to address polar solvent fires that standard AFFF couldn’t suppress. Each generation of foam addressed a performance gap while carrying forward the fundamental problem: fluorine.

Fluorinated foam take-back programs are now active across the country. The Arizona Department of Environmental Quality alone budgeted $395,500 for a one-year program to help 29 fire departments dispose of and replace 3,755 gallons of AFFF. The replacement agent selected by those departments was F-500 EA.


Testing F-500 EA to Zero Detection

HCT has been testing F-500 EA for PFAS since 2003 — a decade before the foam crisis became public — through GEL Laboratories in Charleston, South Carolina.

The results: none detected. Across all 25 carcinogenic fluorides the EPA tracks, F-500 EA tests below detectable limits at the EPA’s 70 parts per trillion standard. That’s not a marketing claim — it’s a documented laboratory result from an independent testing facility.

Any trace detection of fluorides below 1 part per billion found at a fire scene using F-500 EA is attributable to outside contamination — polluted soil, water, or synthetic materials — not the agent itself.


What Fluorine-Free Means in Practice

For fire departments transitioning away from AFFF the fluorine-free designation affects several operational realities:

Regulatory compliance is the most immediate driver. EPA limits on PFAS in water and soil are tightening. Departments using fluorinated foam at training facilities face increasing scrutiny over runoff and groundwater contamination. A fluorine-free agent eliminates that liability entirely.

Environmental cleanup costs are significant. AFFF runoff from training burns and incident response has contaminated soil and groundwater at fire stations and military bases across the country. Remediation costs run into the millions. F-500 EA runoff — biodegradable and fluorine-free — carries none of those downstream costs.

Firefighter health is the most personal dimension. The same PFAS compounds that contaminate the environment accumulate in human tissue through repeated exposure. Departments that have carried and used fluorinated foam for years have unknowingly increased the chronic exposure burden their personnel carry.


The Transition is Happening — With or Without You

The regulatory direction is clear. The Department of Defense has mandated the phase-out of AFFF across all military branches. States are passing their own restrictions. Insurance carriers are beginning to price PFAS liability into coverage decisions.

The fire service is in a transition — the only question is whether departments get ahead of it on their own terms or are forced into it by regulation, litigation, or both.
